STATEMENT OF QUALIFICATIONS

HP Inspections Inc. (HPI) is recognized as a special inspection agency by the California Department of the State Architect/Office of Regulatory Services (DSA/ORS), the California Council of Testing and Inspection Agencies (CCTIA) Competency Advisory Program.  Our qualified staff of registered engineers and certified inspectors provides testing and special inspection on a wide range of construction projects and related materials.

CONSTRUCTION INSPECTION AND TESTING

HPI's inspectors are certified by DSA/ORS, OSHPD, National Institute for the Certification of Engineering Technicians (NICET), International Code Council (ICC), American Welding Society (AWS), American Concrete Institute (ACI), and the Department of Health for nuclear gauge safety and operation.

HPI has special inspection and testing services available for reinforced, prestressed and post-tensioned concrete, structural masonry, structural steel and welding, and other aspects of construction.  We provide proof-load testing of anchors, torque testing of high strength bolts, ultrasonic and magnetic particle testing of seismic critical welds.  Other services include inspection and testing of bituminous built up roofing, epoxy installation inspection, spray-applied fireproofing, framing, nailing, 3M fire-wrap and other building inspections.  We work closely with the project engineers, architects, general contractors, sub contractors and city officials to assist in your project continuity, management and scheduling.  We also have registered civil engineers with the expertise to provide valuable input which will assist in maintaining effective quality control.  This experience often saves our clients valuable time and money.

GEOTECHNICAL ENGINEERING

HPI is staffed with registered civil engineers with specialized training in geotechnical engineering.  Our engineers have practical experience with a wide variety of public works, transportation, industrial, commercial, telecommunication and residential projects.  Our engineers can provide subsurface exploration, evaluation of subsurface conditions, and lab testing/analysis of soil samples, and preparation of geotechnical (soils) reports presenting results and recommendations for earthwork construction, foundation type and design, settlement analysis, and slope stability.  We also have extensive expertise in the design and construction of various types of retaining walls and reinforced earth structures.  Basil A. Amso is the engineer in charge of quality control, review and supervision of our engineers, inspectors and technicians.  He is a registered civil engineer in the state of California and has over 26 years of experience in geotechnical engineering, construction and special inspections and soils testing.

SOILS TESTING

Our certified technicians have extensive experience in providing earthwork observation and testing on mass grading projects.  Our soil engineers provide oversight of field personnel and can provide geotechnical recommendations when needed.  We have experience in observation and testing during fill placement and compaction on flat sites and on hillsides, observation and testing during preparation of pavement sub grade and construction of the pavement section, installation of piles, installation of sub drains, inspection of pier and other foundation systems, and giving recommendations on suitability of fill.  Our staff is highly experienced with projects requiring chemical soil stabilization of marginal soils, i.e., lime, cement, and emulsion treatment.  Density testing is performed by means of a nuclear density gauge, or when specified, by the sand cone method.  Density testing can also be provided for compacted backfill for trench excavations, retaining walls, and structures.

LABORATORY QUALIFICATIONS

HPI's concrete testing laboratory is AASHTO accredited as follows:
  • Quality Management System: (R18, C1077 (Concrete), E329 (Concrete)
  • Concrete: C31 (Cylinders), C39, C138, C143, C172, C173, C231, C511, C617 (900 psi and below), C1064, C1231 (7000 psi and below).
HPI is inspected by the Cement and Concrete Reference Laboratory (CCRL), we also participate in CCRL's concrete testing program.

WELDMENT LABORATORY SERVICES

HPI provides full Welding Inspection Consulting Services for Welding Procedure Specifications (WPS), Procedure Qualification Records (PQR), Welder Qualifications, nondestructive testing inspection of welds including ultrasonic, magnetic particle and mechanical testing of weld materials and base materials for all code specification requirements.
